I'm trying to uninstall Flash Player because of repeated pop-ups.

Why does Flash Player hold up uninstalling by saying that Internet Explorer is conflicting with it when my computer is not running Internet Explorer at the time?

Both during install and uninstall, all iexplore.exe processes must be closed.  Use the Task Manager's Processes tab.
