Otherwise. In Premiere - Option> "Scale to Frame Size". ( That should sort it)
or. Edit Native ...and Export to 1080p ( Retain original source and futires proofs the program)

To answer your question, I heard that if you filmed in 2.5K and scaled to 1080p, you'd end up with more detail in the final 1080p video than if you filmed in 1080p. Just from my cursory tests, it looks like that's the case.
