Bill Hunt Apr 2, 2013 8:30 AM (in response to coyoteproject)PrE is very capable of doing what you want. It is called PiP (Picture in Picture). There are several Presets, or the PiP can be custom, and done by hand.
What version of PrE do you have? There have been a few changes in exactly where things are located, so knowing your version, will help us know exactly how best to direct you.

Obviously, that upper, extreme horizontal image was shot to allow that sort of cropping, but you can do similar, just depending on your Videos.
Looking at that, I feel that you will need to do the PiP manually, as the PiP Presets are really for full Video, just smaller versions.
Basically, you will stack your Videos up onto higher and higher Video Tracks. Note: in an NLE (Non Linear Editor), the upper Clip will cover the ones below - unless one is able to "look around," or "look through" the upper Clips. We are going to "look around."
With a photo "matrix," which is what we will build with PiP, the order of placement is not really important, unless we want one Clip to have some overlap with another.
For this example, we will use four Clips total, a "backgroun Clip," then three Clips that will be the PiP. Place that background Clip on Video Track 1, the next Clips on Video Track 2, Video Track 3 and Video Track 4. Let's start with the Clip on Video Track 4, as it will hide the other Clips, unless we are able to look around it.
When a Clip (Video, Still, etc.) are Imported into PrE, they automatically have some Fixed Effects added to them. We will use two of those Fixed Effects, Motion>Scale and Motion>Position (plus maybe an Added Effect, Crop) to allow us to look around that Clip.
With that Clip on Video Track 4 Selected in the Timeline, and in Expert Mode, go to the Applied Effect Tab on the right side of the GUI. In that Tab, one will see Motion, with a little triangle. Twirl-open Motion open to reveal Scale and Position. Those will be the Fixed Effects that we will use. First, adjust Scale, until you have the Clip on Video Track 4 about the size you want. You can tweak that later. Then use the coordinates in Position, to Move that Clip, to the desired Position. If necessary, apply the Crop Effect, to remove pixels from either side, or more likely, top and/or bottom. When you have that Clip adjusted, you can now see the Clip on Video Track 3, "around" the Clip on Video Track 4. Move down to the Clip on Video Track 3, and repeat, using Scale and then Position, to get it adjusted, as desired. Again, we could use Crop, if needed. Repeat for the Clip on Video Track 2. Finally, we can see small parts of the Clip on Video Track 1, the "background."
As we will apply the Effects with the same parameters for the entire Clip, there is no need to toggle ON Keyframe animation (though one could do that, to say have those PiP Clips fly in, grow/shrink, etc.).
Done.

I used screen-caps from Video Clips, for this example, and it shows a "background image" (the ocean pier), with three PiP's in the Video Frame. The airplane Clip is Selected, and we can see the Effects Control Panel for it, with the Fixed Effect Motion twirled open to reveal the Scale and Position, and their adjustments. Note that the Crop Effect was also added to that Clip.
One could do similar with but one PiP over a "background Video Clip," or they could do a matrix with many more PiP's.

This is especially true if I have created a matrix, where the PiP Clips will change, but need to occupy the exact same Position, at the exact same Scale. This article goes into more detail:
