The wave form shown in the track is the that on the original clip. Premiere Pro does not modify the original clip, but applies the volume change when you playback, or export. Its a non-destructive edit.
The only way to see the waveform change is to edit the audio clip in Audition--the operations copies the audio file, you make the changes, and the changed audition file is returned to Premiere. When this is done, the audio clip in Preniere will be colored green and its name will include the word "extracted."

What did you not understand from what Jim told you?
He said :
"The waveform display doesn't change with these adjustments".
That means the visual display of the waveforms do not get rewritten when youmake the adjustment.
Reason for this is it is necessary to be able to still see them in case you need to adjust them differently or again. ie. if they dissapeared you would be working on your audio...blind. (so to speak)

There is a clear gap until the actual "bottom". The little "keyframe ball" only goes down to -00 dB for me in Pr CS 6. It doesn't go lower. And the picture shows where my bottom is. AKA not in the bottom. This confuses and annoys me greatly.

Try it with a mono audio clip, and I bet it will make sense to you.
You are hitting bottom on the left channel of a stereo clip.

The precision comes from the readout in Dbs.. but primarily...audio is about what you hear ( not what you see in this regard)
And this was really misleading:
you can clearly see the wave form goes beyond it.
