Rather sequence preset, not a codec. It helps PrPro work faster. See this help section and that discussion.
Is it correct, that at the end, when exporting my sequence, these video preview files are ignored anyway and everything will be rendered from the original files?
Correct, unless you ticked 'Use Previews' in the Export Settings dialog box.
If i understand Premiere Pro correctly, this is a totally different approach to Final Cut 7, where I can reuse the rendered timeline files using the "Export Quicktime" function.
See above. The question is not whether you can, the question is whether you actually want. Reusing MPEG-2 preview files is not wise. However, if you set your preview codec to a lossless production one (which, in turn, will take more time on rendering preview files), you may want to reuse those files on exporting. Especially on conditions they won't be re-encoded. See this help section on smart rendering (can't wait for the detailed explanation about smart rendering improvements in CS Next).
