I've downloaded & installed Flash Player numerous times , but can't get it to work why ?

I've downloaded & installed Flash Player numerous times , but I can't get it to work. Each time before I would redownload , I would delete the previous download. Flash Player is on my computer , I can see it , but it won't work. I have Windows 7 & IE 10. Help Please ?

please uninstall the Flash player from  your computer and than redownload the software and install it.
