Do you really need this format? It is outdated and poorly supported by Oracle. Flare does not even offer this output for precisely those reasons.

If you can link your app pages to specific topics using a URL, that is a straightforward way but note the instructions about opening the topics with the navigation pane showing. It's more user friendly that way.
