In those years of success with Premiere Elements 3/3.0.2 what was your computer operating system and what is your computer operating system now, same or different? What did Best Buy say that it did to correct your Premiere Elements and/or computer problems.
Did you have the 3.0.2 Update installed before and after you had Best Buy correct problems for you?
Can you burn to folder with the program as it is now? Depending on your answer to the latter, is the burner firmware up to date and such. If you can burn to folder, can you then burn to DVD using the VIDEO_TS from the burn to folder and a program such as ImgBurn and your current DVD/CD burner?

These notes are (mostly) for Encore, but since the disc burning module inside Premiere Elements is also licensed from Roxio, the steps and ideas are the same for PE

As well as the below, right click the program icon and select Run as Administrator, which is NOT the same thing as running the computer with the Administrator account, and which fixes several "odd" problems... To create a two layer DVD (or a BluRay?), you MUST have Encore set to use the Run as Administrator option

Create a DVD output ISO file (Encore) or set your DVD output to a folder on your hard drive (Encore or Premiere Elements) and then use the FREE http://www.imgburn.com/index.php?act=download to write files or folders or ISO to disc for DVD or BluRay (send the author a PayPal donation if you like his program)

bonniebp Apr 24, 2013 3:34 AM (in response to A.T. Romano)Wow! I finally found someone that can help! I have a dell computer that is about the same age as the software. Best Buy said they did some thing to the drivers. The 3.0 software was installed before they did something to the drivers. The reason I brought it to them is because, I could not open the program. They fixed that but when I went to burn my work, the message came.
When I go to create DVD, and then try to burn, I get the message. I can't get any further then that. There have been no updates to the 3.0 since I bought and installed the software.
What is burner firmware? if it wont let me get past "create DVD", I wont be able to burn to a folder.
I did take the 3.0 software and installed it in my new Dell computer, and the software worked fine as well as burning the DVD. So there is nothing wrong with the software.

Bill Hunt Apr 24, 2013 6:26 AM (in response to bonniebp)It is most likely that Best Buy downloaded and installed the latest video driver for you chip/card. Having an obsolete video driver is a major cause for PrE failing to launch.
The "Run as Administrator" bypasses some Windows User security measures, that can come into play, if one is logging onto Windows with less than an Administrator Account. Their account maybe have Administrative Privileges, but that is not quite the same as being an Administrator. It just depends on the exact settings in the log-in account.
We see the failure to burn a DVD (especially a DL DVD-Video) often in Adobe Encore, which is a full-featured authoring application, that ships and installs with Premiere Pro. The Run as Administrator normally fixes that. Now, it might seem odd that the same fix would work for Adobe Encore, and Premiere Elements, but both programs use the Sonic AuthorCore DVD/BD authoring modules. What we see is an abstraction layer in Encore and PrE, that runs the Sonic AuthorCore modules behind the scenes, so there are some similarities.
The good news is that you now have that computer up and running. If you have not updated PrE 3.0 (one update offered, and I think that it is listed as 3.0.1?), I would do that. The update fixed some compatibility issues with PrE 3.0 and Vista, which was released just after PrE 3.0 was.
