Flash Player not working

I have installed the latest version of adobe flash player on my windows 8. The version is Adobe Flash Player 11.7.700.169. I Have IE 8. None of the programs or youtube videos that I need to use flash player for recognize that it's already installed. WOuld someone help me?

How exactly is it "not recognized"; do you get any error messages?

Also you write that you have IE8 on Windows 8; how did you get that?  Usually Windows 8 comes with IE10.
