Flash, hung install, Flash Install package (Contents/Resources) has no Adobe Flash Player.pkg file?

Flash Player - In Safari, MAC OS 7, I keep getting a hung install at 7%. I've unisntalled several times and keep hanging at that point. Using the online help I checked the Flash Install package contents; Contents/Resources does not have a Adobe Flash Player.pkg file in it.
