keep having to install latest version of flash

...only to have it not working. I tried uninstalling and re-installing. It looks like it is there, the files are there and yet it still does not work. Whenever I get to a webpage that requires flash it tells me to install latest version. We have installed this at least 6 times. I am unable to find solutions on here either.

Verion is Mac Leopard 10.7.5  on Safari
