Adobe flashplayer problem

every time I try to download Adobe Flash Player it stops and asks me to shut down the internet.  It will not download.  How do I not download from the internet???   This is making me crazy

It doesn't ask you to shut down the Internet, but to close Internet Explorer; see How to close Internet Explorer and other programs running on Windows?
