Many of the resources already mentioned do not seem applicable to your situation which I am reading as an installation problem. You cannot get into the program because of the error message that you posted

If this is an issue related to the installation of Premiere Elements 11 Mac on a Mac computer:
a. Did you buy Premiere Elements 11 Mac from the Apple Store
b. Have you checked out the use of logs to try to target the installation issue

I deleted all the documents created by the downloaded and tried installing again. Same error.

What I am about to suggest does not prohibit us from continuing troubleshooting here, but it might be a good idea to involve Adobe Technical Service in this installation issue.As far as I have ever known, it offers free installation troubleshooting for purchased, registered, current version. It is worthwhile to check it out. It may have some undocumented information that will get you moving forward in your Premiere Elements projects.
Was it an Apple Store purchased Premiere Elements 11 Mac that would not install for you? From where did you download the Premiere Elements 11 Mac first time around?
Apparently your latest report is based on download of the tryout from Adobe (a good troubleshooting move).
I am strictly an Elements Windows user. From what I have read, installing an application on a Mac is supposed to be quick and easy as compared to the counterpart on Windows. So, very disturbing to learn of all your problems with Premiere Elements 11 Mac.
We need to attract the attention of some Premiere Elements 11 Mac users here or at Adobe.
I did some online researches. Sample below

For me the solution was missing fonts.
I tend to delete fonts as Apple gives hundreds of fonts.
I guess I deleted a couple of fonts too many.
Have you deleted a lot of your fonts?
I re-installed Mountain Lion to get the fonts back.
Now Premiere works for me.
Re-installing Mountain Lion might fix your problem — what ever it is.

Also, go into the main fonts folder and look for AdobeMingStd-light.otf and see if it's an empty folder. If so, delete it.
