I think I don't understand your answer.
The issue is that my flash movie loads a xml file and I updated the contents of that xml and then my flash movie still loads xml file in the cache folder instead of updated xml file. I want to have users to download the new xml not from the cache folder.
Appears your question was not a Flash programming question so you can disregard my answer. It appears you have the Flash coding done.
The problem is more a caching question.
How are you testing to get this result in IDE, in a browser, which browser? What are the browser cache settings? Is the file coming from an http server when you test?
Ultimately the only Flash thing you can do about caching is to load the XML from a script and attach a random variable value to the URL.
Ex: myXML.load("scriptreturningxml.php?" + getTimer());
