I would like to capture a full application window, but when publishing, I want the application window (and therefore Captivate movie) to be about half-size, resolution wise.
Full app size = 800x600px
Desired output size = 400x300px
Is this possible?

Possible? Yes. But how well it will work is debatable.
Try first saving the project as a different file name. Then click Project (or Movie if it's version 1) followed by Resize
