Flash Player Problems

I have the latest version of Flash Player installed on my computer. a sony vaio running windows 7. However, when I go to play a vidio on facebook or load photos up to eBay. I am told I need to get flash player. If I then try to download it again from either site I am told to turn off Internet Explorer. and how/why should I do this as Flash Player is installed but not opening up..  This has only started happening in the last month or so. so it has to be something I have altered or donwloaded. Please help, I seem to be stuck in a loop that will not let me change anything. Tony
