I was able to solve this. I will include how I fixed it incase anyone runs into something similar. Basically I just docked my Mac to a monitor and the process worked just fine. There is a 2nd dialog tha appears after the first "Help Improve Adobe", which is also modal. Howver, I only see it when I connect with my monitor. Not sure why. I've seen other software be affected by getting a modal dialog off-screen. Quite strange, but thats how I got by this issue.
I hav the same problem with my Photoshop CC and i cant find the file he says on tutorial to solve the problem.

The XXX is just a placeholder - it will be something different on your machine.
And ~/Library, just in case you don't know, is the Library folder within your home folder.
In the Finder, if you hold down the option key and select the Go... menu, you should see 'Library'. It's in there.

Is there any other fixes for this? I don't have access to another monitor and Xcode is going to take 1.5 day's to download on current connection. It's such a frustrating bug.
I had to uninstall and then reinstall.
