Please explain video card enabled bit. Can't find it in Preferences. Is it somewhere else?

But am i missing something here? The pad on a laptop is not a scroll wheel. There is a scroll strip on the right of it. That doesn't let me zoom either.
On a laptop, to zoom using every other program man has ever created, you use 2 fingers on the pad. But not with Photoshop.
I have a Wacom and can use the touch srtip which I've just found out doens't work if I tick 'Zoom with Scroll Wheel'. Why should that effect the touch strip as it is not a scroll wheel???
Sometimes you just need to nip into ps for a sec to fix something quick that you don't want to get the wacom tablet out and set up. So this is why I would like to know.
