I've searched and it's evidently a known bug that's been around for over a year but has yet to be fixed. I have already filed a bug report but I would imagine I'm not the first to do so in the past year. Maybe I missed something.

Have you installed the latest update 6.0.3 for window or 6.0.2 for mac

MD Optofonik Jun 11, 2013 3:36 PM (in response to MD Optofonik)I restarted Premiere as I was replying to Ann and it applied an update that I had downloaded this morning before I started the course. I was using the previous version all morning long during and after the download (I didn't look to see what updates were downloading). When I posted the question I hadn't shut down Premiere since launching it this morning.
I feel pretty dim.
Anyway, it's working and I'm going to ignore the people talking about Adobe abandoning perpetual licensees until I see proof.
Thanks everyone for taking the time out. I'll try and figure out how to contact a moderator to have this marked "solved"; maybe someone can avoid the same embarrassment.
