Flash_Player_11 not working, can't download uninstall or updates

Windows 7, IE 9, installed Flash Player 11.7.700.200, get message "internet not working" if you have a site that wants to load flash player, stays in loop. Tried to download uninstall & just sits there & will not download. Tried to load latest flash player update and just sits there and won't download. For now, selected to manage add ons and disabled flash player.  Tried to download the Adobe files via a direct link they provide and nothing happens. If I use their utility to see what version of flash player is loaded, it shows none. However, the flash player version mentioned above shows installed on the the programs installed list in Windows. Want to get flash player working.

Can you download/install other programs?  If not, I suspect malware.

So you click on the download links at http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html#main-pars_hea... (under the heading Progess bar hangs...), and nothing happens?
