WINDOWS VISTA/INTERNET EXPLORER-GOING CRAZY!!!

Have latest version installed.  Have unchecked Active X Filtering and have enabled Flash in add-ons.  Works on adobe test site but not on other sites.  HELP PLEASE!!!!
