Are you on a windows operating system?
Thanks for the tip but I don't have a setting for Tablet PC in my control panel.
Having looked further at my "problem" it would seem that if there is no room at the left of the drop down menu to display a sub menu then the sub menu appears to the right of the prime drop down menu.
If however there is room to display on the left then the sub menu appears on the left hand side of the prime drop down menu.
In Edit after selecting "Enhance" the prime drop down menu appears as expected - If I then hover the mouse pointer over "Adjust Lighting" the sub drop down menu (Including Shadows/Highlights etc) appears to the left hand side whereas if the mouse pointer is hovered over "Adjust Color" the sub drop down menu (Including Remove color cast etc) appears at the right hand side of the prime drop down menu.
As another example if "Filter" is selected and the mouse pointer hovered over any item that has a sub menu (Adjustments, Artistic, Blur etc) the sub menu's always appear to the left of the prime "Filter" drop down menu.
I am not a frequent user of Elements but have used it over the past few years and it is only recently I have noticed the above - As far as I can recall in the past any sub menu has always appeared on the side in which the arrow pointer within the prime drop down menu indicates.
It may be that there is nothing wrong and I have simply noticed the way it works recently but I can't help feeling that it should not work as I find it.
Despite the menu appearing as it does everything works OK so if there isn't an answer to the above or if this is way it is supposed to be then I will get used to it.

What operating system are you using?
What version of photoshop elements are you using?
What is your screen resolution set at?
I am using Photoshop Elements 10
The screen resolution is 1680 x 1050

See if the following works for you:
Press the Windows Logo Key+R to bring up the Run dialog box. In the Open line, copy/paste the following text.
This will start the Tablet PC Settings configuration dialog (Even if you do not have a Tablet PC).
Select the Other Tab.
In the Handedness section, place a check mark in the Left Handed option.
This should place the menus on the right side.
Have tried your suggestion and it worked a treat - My drop down sub menus now all appear at the right hand side as they should.
I am sure they used to be this way and don't know why they started to appear on the left (perhaps it was something I did) but all is well again.

I've had that happen after windows updates several times, so it's probably nothing you did.
I have this same problem on my mac.
Indesign 220.127.116.11 build
Mac OS 10.11.3
Running two Mac Thunderbolt monitors. My main working window is in the left monitor. All of my tools menu's are arranged on the right monitor so everything is easy access for me. When I click a pull down for line weight or gradient type, or effects the pulldown shows up in the correct location as my mouse is clicking, except it's on the left monitor. Any help would be greatly appreciated.
This is still a problem I'm unable to solve.
Now running Mac OS 10.11.4
