Michael L Hale Jun 20, 2013 6:40 AM (in response to Mattmcquiff)That can be done with a normal action. Make a new layer. Fill with your color. Transform scale setting 1px in the options bar. Select all. Place with layer align botton, layer aligncenter. Merge down if you don't want the extra layer.

Mattmcquiff Jun 20, 2013 6:59 AM (in response to Michael L Hale)I'm getting the right Idea, (I think) I'm going to the menu > edit transform > Scale then in the option bar I change the w h to 1px in each then select the placement to aligh bottom middle. at this point it is reduced in size (correct) but remains in the centre of the image.
Where am I going wrong?
