I am having exactly the same issue.  I use OSX 10.8.4 on 3.06GHz Intel Core 2 Duo and Safari 6.0.5.
I've tried several times of uninstalling and then installing the latest version with no success (restarting imac in between).

I've also tried deleting the files under Library mentioned above, but still unsuccessful.

Upon installation, I always get the message saying the installation completed successfully, but when I check on the Adobe site, the screen remains black, indicating there is no flash player installed.

Any other suggestions??

Download the offline installer here: http://fpdownload.macromedia.com/get/flashplayer/current/licensing/mac/install_flash_player_11_osx.d...

If it won't download directly, right click and "Save as"

Quit your browser (don't just close it - quit it - Cmd+Q)

Go to: Mac HD/Library/Internet Plugins

Trash the Flash Player.plugin file from there

Go to: Mac HD/Library/Application Support/Adobe

Trash the Flash Player folder (the whole folder)

Empty the trash

Reboot

Mount the DMG and run the installer.
