Edit > Preferences > Media
Under 'Media Cache Database' hit 'Clean'.
This will delete the Database only.
Navigate to the location specified under 'Media Cache Files',
open the folder, select all and delete.
The Media Cache Files and Database will automatically re-generate
when you re-open your Project... allow plenty of time for it to finish.

Took a look in waveform view and can see where the audio has been split. If the copied file didn't play fine in VLC I would suspect something outside Premiere.
Opened in Encore: same behavior
Opened in Bridge: same behavior
Used Prelude to ingest the original file onto the drive with my working files it worked.
NOW I just re-copied the file from the storage drive to the drive with my working files for ther umpteenth time and the copied file works. WTH?

Did you:
1. Open your project with the media files in the original location,
properly linked, and properly synced.
2. Delete the Media Cache Database as described in post #1,
exit Premiere, navigate to, and delete the actual Media Cache files.
3. Move your media to the new location.
=or=
After copying your media to a new location,
temporarily (or permanently) rename the original location folder.
(Otherwise, Premiere will look to the last known path for the media files,
even if you have copied the media to another location).
4. Re-open the project, then link the media files to the
new location when prompted.
5. Allow the Media Cache generation to fully complete.

Things got a little convoluted so I can't exactly say, however, that sounds likely because after the re-copy and much fiddling then closeing and re-opening the project a dialogue popped up prompting me for the file location. I if it happens again I'll approach troubleshooting with this in mind. I did clear the cache as suggested in your first response and immediately after re-copying it still didn't work. It didn't occur to me I might have to exit Premiere to break the old link. I still don't understand why the original copied file had randomly truncated sections of audio.

You have to break, then re-establish the link to the media files in their
new location in order to regenerate the corrected Media Cache files.
I still don't understand why the original copied file had randomly truncated sections of audio.
Probably because you had confused or duplicate Media Cache files
or a corrupted Media Cache Database as a result of your failed attempts
to relocate the media.
