Why does Internet Explorer say I don't have a Flash Player Plug In when I have installed 11.7 ?

I have installed Flash Player 11.7.  If I try to view a video in Internet Explorer it says I don,'t have a Flash Player Plug In installed.  Why doesn't 11.7 work in Internet Explorer?
