I can't enable my flash player

It keeps telling me that in order to upload my pictures i have to download and install the latest version of flash player from adobe. I do this. It still says it.

I started looking for help on here. My ActiveX Filter is not checked. Then I go in to Mange Add-ons and it says that it is disabled but it won't let me enable it.

HELP ME!!! PLEASE!!!
