When I drag and the line appears (as in your example) the sublayer doesn't move, I can only re-order it within the main layer.
When I try to drag the sublayer up higher above the main layer, the cursor turns into the circle with the line through it, indicating it won't go there.
But on your version of Illustrator it works? Interesting.

If you try to move a sublayer out of a main layer and in between two main layers above, do you not get the "circle with the line through it" symbol that says that action can't be done?

No amount of precision is involved. This is simply not an option for me. I get the circle with a line through it.
Is this a known bug for Mac versions?

I'd be curious to know if any of the people that say "of course it works" can reproduce what Laurie Farook and I are experiencing. I also don't think it's an issue of being careful; I've been using a mouse for some decades and I my skills with it pretty much work in other applications.

rcraighead Jul 29, 2013 6:00 PM (in response to strudelmedia)Obvious question, but are you sure it is a layer and not a group? Groups can't be dragged to the top level of the layer panel. Sorry if this is too obvious, I just know I've tried to do it before. Double-click the name and see if it says "Layer Options" or just "Options".
