windows 7 and internet explorer..can not download flash

I have windows 7 home premium with internet explorer..every time i try and download Adobe Flash Player 11.7.700.224 (16.2 MB it asks me close internet explorer...i do..but only fifty percent of the application installs ..not sure what to do..have gone thru the internet explorer script settings etc..
