An export using previews files for a short 3:14 sequence should only take seconds not minutes if it is actually using the Preview files.

That depends on several factors.  There is no 'should' other than using the previews should take less time, and in every test I've run, it does.

A true test of using Preview Files is to export in the same exact format as the Preview File render format used in the timeline so that no encoding to a new format occurs which can skew the testing.

For most of today's GOP media what you're talking about is Smart Rendering, which doesn't exist in PP on a broad basis.  You get effectively the same thing with DV, and it's always been that way - DV to DV is a straight file copy when there are no changes.  But I don't work with DV any more and file copy doesn't apply with most HD media.  There will be a transcode process, even when preview files are used.  That fact does not alter my findings.

PP is using the preview files for export.

And saying that you've done all the testing in GPU mode tells me that you really don't understand what's going on here.

I turned it off and got the same results - 3:36 for an export using the preview files.

All I'm trying to do is find the quickest way to start with AVCHD files from my Panasonic GH2, edit and color correct them then export an MPEG2 file to use in Encore to make a DVD. I'm not shooting DV or editing DV, I'm only using DV as my preview file format and nothing more since it will greatly speed up the transcoding to MPEG2 compared to other Preview file formats.

I completed another project in CS6 consisting of 46 AVCHD video clips, all with multiple video filters applied and one title layer, and kept the project open during the entire editing process and exporting to MPEG2 for DVD authoring in Encore. The 2 hour 10 minute timeline was rendered in GPU mode then exported in Software Mode with Use Preview Files on and that took 35 minutes to export using VBR 2 -pass. I went ahead and checked how long it would have taken to export with Preview Files using the GPU Mode and after 20 minutes the time remaining was over 4 hours so I stopped it.

For this particular project I closed Premiere down and reopened the project and exported again and it was able to find all the preview files again so I'm still not sure what was causing Premiere not to be able to find some of the Preview files but not others in the 2 previous projects.

That's easy.  Edit, CC, export.  Keep CUDA turned on and leave previews out of the equation.

Nope, not gonna work since I prefer to render and check all my video at full res and playback quality as I edit from the timeline on video monitors (SD and HD) before exporting. I do a lot of short renders and really don't notice the time it takes (I multitask with other work during the quick 3-5 minute renders throughout a project) while in the editing process but it ends up being a huge time saver on the export. Other advantage is that if I make one change in the timeline I don't have to wait 4+ hours (for this last 2+ hour project I did) for it to export the timeline since it would have to process all the effects again from AVCHD files. There is a huge advantage to using preview files, I would go out of business with your method.

Well, one thing I can recommend is instead of rendering, just export and check that on the calibrated monitor.  (It's what I do.)

If you are on a PC I would use DNxHD for a quicktime file. I know DV is

quick to render, but its extremely low quality and I wouldn't trust it

for using previews in my final renders. DNxHD has smart render

capability and comes with CC (if you move the project to CC). It would

at very least be worth the test.

I'm with you, i like to use previews and render when i'm waiting on

feedback or have downtime, also so that if there is a change the

reexport will be much much faster.

I want to see on the video monitor what the end product will look like while editing which is not HD, DV is great for doing that since I will be going to DVD. If you think 720x480 DV is low quality then you'll think 720x480 MPEG2 is too. I'm making standard definition DVD's as my end product not Blu-ray so encoding an MPEG2 file from DV is plenty good enough for that, been doing it for years.

Premiere CC leaves out a critical file that was generated with CS6 when exporting MPEG2, now causing the chapter points to no longer be 0-frame accurate when making a DVD in Encore so no go for CC at this point unless I'm not using chapter points in a specific project.

Just did a test on a 47 timeline with Premiere CC 2014 in GPU mode and it found all the preview files on export which only took 6 minutes. Looks like they sped up the way effects are rendered also since it took about 1/4 of the time to do the initial timeline render.
