I suggest that you manually update to the latest 11.7 Flash Player.
Download and run the uninstaller from http://helpx.adobe.com/flash-player/kb/uninstall-flash-player-windows.html
Download and run the offline installer(s) from http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html#main-pars_hea... (under the heading Progress bar hangs).
Please post again if you still experience problems with 11.7.

Have done a full removal and a clean install and still have the same issue. It would not let me delete the flash folder under the system wow 64 even after installing unlocker. It did update to 11.7 though but still same error.

Try restarting Windows, then use Unlocker again. If that still does not succeed, then something is seriously wrong with your system.

so far, the replies are all the same and like others, the offered solution has not, does not work. This original post was made in June. It is August as I write this. Is there any new information yet?

You can turn off updates in your Global settings. Access through your control panel, or by right clicking ANY flash content on the web and choosing "Global Settings".
Under the Advanced tab, select "Never check for updates". This will disable the updater and it CAN'T stop working if it never starts.
The downside is you're on your own from there to keep your Flash Player up to date.

That is simply not possible; if a "clean install" is performed, then the old 11.6 FlashPlayerUpdateService.exe is removed, and can no longer cause this error.
