It says you may need to temporarily disable...
For most a/v systems that is not necessary; just for "bad" a/v like Norton.
Just go ahead and install it.

What browser do you use?
What a/v do you have installed?
I am starting to suspect that your system may be infected with malware. Can you download other stuff (installers)?

Does your PC have antivirus installed?
Norton?
McAfee?
Panda?
Kaspersky?
AVG?
MalwareBytes?
Webroot?
They are most of the top names in a/v software, but I have experience with only Norton, MCafee, Panda, and AVG... and as of today Webroot.

If you were unable to download Malwarebytes, then it is pretty sure that your system is infected with some sort of malware.
Make sure that your AVG is up-to-date with malware definitions, then run a full scan.
If it doesn't find anything, then you should try to get Malwarebytes onto your computer somehow. Can you download it on a different computer, then transfer the installer via memory stick or similar?

I use AVG exclusively. It's good stuff. Not invasive and you can disable it when you need to. Just right click the icon in the system tray (by the clock) and choose "Temporarily Disable AVG Protection"
You should be able to download with it disabled.

Webroot antivirus will do this. I witnessed it personally just this morning with Firefox, Flash Player, Reader and Shockwave downloads on a brand new HP laptop.
I had to disbale it to download and install them.
My conclusion is that Webroot uses terribly misguided and outdated virus definitions.
It blocked access to a website that I built, citing "malicious content". I put no such content on the site.
