You cannot open a PDF. You can place a pdf from the File menu.

You can't do it directly in InDesign.
You have to do it with one of two third-party utilities:
PDF2DTP (Edit PDF in Adobe InDesign or QuarkXPress) - Markzware

As a note, Paul is employed by Recosoft and may or may not be correct at this time regarding offerings from Markzware.

On the Markzware website, support is only listed for InDesign CS5, 5.5 and 6.

I would expect that to change in the not distant future, though, so users coming back to this thread later should not be under the impression that there willonly be one option forever and should check for themselves if they want to see waht's currently available.

Why after so many years, Indesign still couldn't open an PDF????
I really need this function!
Hopefully Adobe couldn't solve this problem in future version!

PDFs are designed to be a FInal file format. They are never intended to be edited in anyway.
Adobe don't support this function for many reasons.
InDesign, Illustrator, Photoshop or any other Adobe product is not a multi-purpose PDF editor and you shouldn't be opening a PDF in Illustrator or Photoshop unless that PDF was specifically made with those programs.
To open a PDF in InDesign you need specialist software as mentioned above.
The correct workflow is to edit the existing InDesign document.
If you don't have that original InDesign document, then you need to recreate it from the start.
If you don't want to do that - then you need to buy the software that Converts the PDF to InDesign.

What I'd like to know is why. What workflow are you using that needs this feature?

I'm in house designer who work with NGO,
my colleagues likes to use Microsoft word to do proposal,
which need to do some layout and design (which they have half way done),
and send out for printing.
Sometimes they need to amend PDF Booklet from other NGOs.
This is why i need the "Open PDF" function.

If the changes are minor you can edit the PDF in Acrobat.

Acrobat can only do some minor amendment,
but usually they will change language in whole book,
Hopefully Adobe add this function in next version!

Don't think they will.
If they need to make the ammendments why don't they do it in Word?
Or if it was made from Word you can do a File>save as Microsoft Word
Open it in word - make the changes and re-pdf it?

They shoudn't be designing anything in Word either. They should send you the Word file.
You design it and prep it for the printers.
You need to look at your workflow and fix things so that you get a Word file, design it in InDesign and then make it a PDF for the printers.

Doubtful that Adobe will bother with this any time soon.
You can buy one of two applications from Markzware or Recosoft to accomplish this now.
