Maintaining Flash

I have been uninstalling and installing the flash player, but when I restart, it shows that it's installed, but it doesn't work.  Please help me.

I'm very sorry.  I have Windows 7, and I've got version 11.8.  At this present time, it's working, but this has happened to me before.  If you could give me a little info on why it does that, I'd appreciate it greatly.  Thank you.
