One of the suggestions given in the thread is to create a test file and publish it at the same location to see if the issue continues.
If the same thing happens then we can pinpoint it being the folder permissions. Let us know how the test goes.

Apologies for the delay.
The error states an issue with the destination file being either read-only or already opened. So seeing if another file will open within the path that gives an error is the first thing you may want to test. Also, in the thread provided initially, clearing ASO cache or perhaps checking for some antivirus conflict.
I'm currently working with another colleague to investigate your video further to see what else could be causing this. I'll respond back shortly with any additional suggestion.

Control -> clear publish cache
Control -> clear publish cache and test movie

"It means that the directory that you're publishing your SWF to isn't writeable, or doesn't exist. Check to see that the folder path indeed does exist and that it's able to be written to. Many times, if I move a project to a different location, but have the publish path hard-coded in my FLA, it'll throw this error. It's in File->Publish Settings->Formats."
I'll still continue to seek additional solution in the meanwhile.

See if you can change the destination path perhaps to desktop instead. Wherever the file is attempting to publish currently is causing this error to throw either because it no longer exist, permission is set to read-only or something else entirely.
To access this go to File -> Publish Settings -> change the output location to desktop. Then retry your steps...

Two things that I noticed in the video:
1) You are not saving the file before publishing.
2) Flash warns you about the fonts missing from your system while opening the file.
"The document contains one or more fonts not available on your system. The text will display and publish with the font mapping below:"
So download and install the fonts on your computer "Blaster" and "Blaster Infinite" and save the file before publishing.
It doesn't seem to be saying error creating swf movie file, it just says something about the font not being right.
The message warn you that you have an anti-alias mode set on text and it requires you to have embedded fonts to use anti-aliasing. If you do not want to see that message anymore, then select your text blocks and set the anti-alias types to Use Device Fonts.
You can disable the warning message in the preferences dialog
Edit > Preferences > Warnings > uncheck "Warn on text needs embedded font".
