Unable to download Flash Player beyond 50%

I am using Windows & and IE 10. When I download Flash Player, it stops at 50% and says turn off IE. IE is already turned off and AVG firewall turned off. I cannot continue any suggestions?

Windows 7 or 8?

If Windows 8, you don't need to download Flash Player; it's already preinstalled in IE10.

For Windows 7, download the offline installer from http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html#main-pars_hea... (under the heading Progress bar hangs...).
