The odds are in favor of you having a Stop Marker at the end of your last Timeline item.
Please check it out and remove the Stop Marker if there. It is not needed and causes the type of problem that you described.

I removed the stop marker and the DVD burned the way it should. I really appreciate the quick response. (I am still a bit confused why the stop marker did not cause a problem when I successfully burned a Blue Ray disc)

A word of caution about Premiere Elements burn to Blu-Ray and Timeline stop markers.
For Premiere Elements (any version), Timeline stop markers are not recognized in the burn to Blu-ray disc format on Blu-ray disc at playback of that disc. I would not court problems with their use.
