Download the "offline" installer here: http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html#main-pars_hea...
Then you won't have to go through the download manager.

You've got a firewall problem then. I've got Windows XP, Vista 7, and 8 as well as a Mac and I get there with no problem on ANY of them.

Use the StandAlone installation program.
Adobe has stopped offering its standalone Flash installer as of July 2013 and the download links on its Flash Troubleshooting pages are now bad links. But since the last archived version is the same as the current version (ver.11.8), it can be currently be downloaded from two different webpages:
1. http://get.adobe.com/flashplayer/otherversions/ (easier to find the right download)
2. http://helpx.adobe.com/flash-player/kb/archived-flash-player-versions. html and download the right one for your device and system. For Windows it is Flash Player 11.8.800.94..(link is: http://download.macromedia.com/pub/flashplayer/installers/archive/fp_1 1.8.800.94_archive.zip). It is a zip file that has more than you need so unzip it, then open 11_8_r800.94_archive>11_8_r800_94 and then copy-paste the right program to a real folder outside the zip file. If you use IE then use either the winax.exe or winax.exe version, otherwise use the the win.exe or win.msi version.

JUST WHERE EXACTLY did you get this false information that Adobe stopped offering the offline installer?
Post a link to the exact page and text that confirms this from WITHIN THIS SITE. I don't want to see it from some "rumormill" forum.

The purpose of my previous post was not about Adobe offering consumers links to standalone Flash installers but that rather to give others the information on where they can find them. I do not remember where I got the idea that Adobe was not going to be offering consumer standalone Flash installers so people may disregard it, but for some reason I can not download links like the following:
On the troubleshooting page: Flash Player Help / Installation problems | Flash Player | Windows at http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html
Examples:
Flash Player for ActiveX (Internet Explorer)
direct links for Internet Explorer

That's from the "broken" link in IE 10 Windows 8... with AVG antivirus.

They certainly do not make it easy to find the MSI installers for each latest version. It's always a huge chore digging around and searching the forums. What's so hard about just putting the links on the download page? I don't want the exe files as they don't contain an msi I can extract, just an "S" file.
the zip http://download.macromedia.com/pub/flashplayer/installers/archive/fp_11.8.800.94_archive.zip does not appear to be a good link as it just times out or downloads a 0 byte zip file in IE8, IE9, Firefox, and via PowerShell Web Client object on windows 7 and windows 8.
$wc=New-Object System.Net.WebClient $wc.DownloadFile('http://download.macromedia.com/pub/flashplayer/installers/archive/fp_11.8.800.94_archive.zip','c:\us...')
5 minutes later:
Exception calling "DownloadFile" with "2" argument(s): "The operation has timed out." At line:4 char:1 + $wc.DownloadFile('http://download.macromedia.com/pub/flashplayer/installers/arch ... + ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ + CategoryInfo : NotSpecified: (:) [], MethodInvocationException + FullyQualifiedErrorId : WebException
so where can I find the MSI installers? I know Adobe had a page where I could download these, but I can't seem to find it any more.

That is correct, but for a reason. MSI installers are usually used for mass deployment / distribution. For that you will need a special distribution agreement with Adobe: http://www.adobe.com/products/players/flash-player-distribution.html
