The effect you need is called "Pitch Bender" under the "Time and Pitch" section of the Effects menu.
The only thing is, it was present in various older versions up to and including AA3.0 and is back in Audition CC...but disappeared in CS5.5 and CS6 while they were concentrating on making Audition Mac compatible.
For effects like your pitch reduction, Audition does...in effect...use keyframes but they work slightly differently to Premiere. Instead of being on the main time line you'll get a blue line on the specific effect menu--click on the line where you want keyframes then drag them up or down to control the pitch (and/or speed for that matter).
One thing I should mention is that, as the pitch change gets bigger, your sound will be more and more artifical.
