Installing/Reinstalling Flash Player

I have Windows 8, use IE and the Flash Player no longer works.  Whether it was unistalled or just won't update I am not sure.  All applications that require Flash Player say that we need to install the latest version but Adobe says it is embedded in Windows 8.  All I know is that it doesn't work. I have attempted on numerous occasions to install/reinstall and I am always directed to the Troubleshooting Page for Adobe. Nothing I have tried seems to work.  What can I do?
