Am I just out of luck here or is there an app that allows me to view such sites on an iPad mini?

Apple has NEVER built a device running iOS that will accept Flash. That WASN'T an Adobe decision.

I found a workaround by loading iSwifter.  It runs flash on a proxy server and sends me the results.  Sooo... when I'm traveling I can get to hotel web pages that require Flash.  It's awkward but there you have it.  I'm still waiting that next boy genius to bring us to a unified web with free unlimited unhindered access to all.
