Problem installing flash player on windows 8??

I Have a big problem. I have an assignment for a photo class due and i was on this website to edit photos ,and it told me i needed to update my flash ,so i go to the download page and it tells me that i dont even have adobe flash installed at all. im using a windows 8 laptop and everytime i try to install adobe it says "either a required impersonation level was not provided ,or the provided impersonation level is invalid". im on a 64 bit and i tried downloading both 32 and 64 and it gave me the same error. I tried all the addons and disables and adobe is enabled but i dont know whats wrong. ive tried everything on the troubleshooting page and no one seems to have the problem im having. PLEASE HELP I NEED TO FINISH MY ASSIGNMENT. thank you.
