problem with installing new version of Flash Player

I am totally confused! I have already entered this message before registering --

it said that I cannot get past a blocking message from Adobe when attempting to download the newest version of Flash Player which tells me to come out of Explorer before it can continue; when in fact I have on several occasion that this has occurred made sure that Explorer (9) had been closed.
