What is a "reliable source"?

When trying to download Flash Player on my PC (Windows 7, IE 10), it only goes as far as 47 %, then stops to tell me "a reliable source cannot be contacted". What does it mean and how can I fix it?

Download the Adobe Flash Player installer directly by clicking one of the following links.

Flash Player for ActiveX (Internet Explorer)

Flash Player Plug-in (All other browsers)

SAVE the file - DON'T run it yet.

Reboot and THEN run the installer(s)
