I know this problem was being discussed in the Photoshop forum a few months ago, but I want to put it in CC forum, since it's a CC problem.
I'm having the same issues as , where the properties panel doesn't always show you the live shape options and I can't for the life of me figure out why. Is there any movement on this?

I moved this over to Photoshop General, because it is not a Creative Cloud problem, per se. This is a new feature of the Photoshop program branded as Photoshop CC (ver. 14.0). You will get more help and attention here, then posting it in the Creative Cloud forums.

I've tried a bunch of things. Here, for example, In the layers panel, within a group, if I select one of the objects (either by clicking on it in the canvas or by selecting the layer) the properties panel shows me all of the options for the live shape and the option to toggle between live shape options and mask options. Then I immediately go to edit another shape (accessing it the same way, either through clicking on it in the canvas or by selecting the layer) and it only gives me mask options, but not the option to adjust the shape. I don't understand why this happens. I created both shapes with the U tool.

It ends up being a design decision, based on limitations around multi-layer selection and multi-path selection. There were serious problems activating the Live Shape properties without making a deliberate gesture from users a requirement. That's why we only enable them when paths are targeted with the Path tool or Direct select tool.

Use the Path Selection tool to target the shapes, and not the Move tool (which targets the layer(s)).

I've been having this problem, too, and I legitimately thought I was crazy. Whether I use the Selection Tool or the Move Tool, I still run into some shapes that refuse to show all their options.
With most every shape, if at least one of its points are selected via the Selection Tool, the Live Shapes options are editable within the Properties Toolbar. But some are not, regardless of how many points of the shape are selected.

SG... Why not make the Live Shape Properties appear when the Move Tool selects a layer, then Free Transform Path is activated? That is a deliberate gesture that is intuitive.
That seems more natural than having to use the Path tool or Direct Select tool, which feels more like an awkward hack than a natural flow.
Just making the Live Shapes selectable in the menu and/or assigning it a shortcut would be a step in the right direction.
