1. How do I go about locating the latest version of the Flash Debugger Player

2. I want to download the English version. Since my desktop has Germany as the locality, I always get re-directed to a German page. How do I keep this from happening?

You'll need to use a proxy if those redirect you

At the bottom of most Adobe.com pages you see the locality

Click on Change to change the language.

Note, however, that this does not work on the Adobe ID Profile page; it may send you in an endless redirect loop (English → German → English → German ...).  It happens to me if I try to change my profile (English → Japanese → English → Japanese ...).
