Flash Player on IE8 2003 Server Enterprise R2 SP2 x32 doesn't finish downloading

It stops at 7% or 47% each time... I've uninstalled it already and each time I reintstall the player it gets stuck on the download. I've rebooted the server a few times after each attempt.

I have run the installer through the command prompt and used "/debug" so if anyone knows what to look for in the log file I can email it to them.

Flash Player for ActiveX (Internet Explorer)

Flash Player Plug-in (All other browsers)

I recommend downloading BOTH

SAVE the files - DO NOT run them yet!

Reboot and BEFORE you open ANYTHING on your PC, run the installers (both)
