I am having trouble installing Adobe Flash Player. It keeps telling me to close internet explorer.

probably, because it wants you to restart internet explorer to active it...
if not, something might be wrong and you might want to use the flash player uninstaller first
otherwise you could try downloading the full installer first, close internet explorer, then install the full installer and then open internet explorer again.

and wait a bit, maybe someone else might have a better reply then me; or maybe give some more information if there is mreo to tell about how your problem manifests

Nope... the process is still running even though the app has been closed. That's what the linked article addresses.

thanks CF, I wasn't sure and assumed it was because the installation would want a restart of IE to active the (new) plug in
closing IE before installation also seemed like a viable option

Closing IE is necessary because the plugin CAN'T be installed while the app is running. It's like trying to change the oil on a car while driving it.
