Why can't I download and install successfully your latest version of flash player?

I have tried repeatedly over the last 3 weeks to download the latest version of your program.  The program with which I wish to use the flash player says that I need to download the latest version.  I have downloaded it.  I have installed it.  Everything says that this has been successfully done, but yet it still says I need to download flash player.  It doesn't seem to work.  Please help.

The programs are all programs including Facebook, Youtube, and others. The operating systems is Vista 64-bit. I use the Internet Explorer as my browser.
