See if the Master is applied to the pages in question through page's context menu in Plan/Design mode. If it is configured correctly, try toggling between No Master and A-Master and see if that helps.
If the above doesn't help, can you check if the problem is specific to a Muse project? You might want to clear Muse's cache/preferences as detailed in the following thread if the problem persists and a simple re-launch of the app doesn't help - http://forums.adobe.com/message/5086018#5086018.

unfortunately, I am looking to upload size of > than 1 or more mb
"Cannot place file named 'twisted kingdom_v1.6_secure.swf' An error was encoutnered during import. Error: 0 "
is there any solution to this?
I am also assuming this is related to the file size
